Since 1987, David Smith has worked with civil engineers, architects, landscape architects and contractors in design, construction and maintenance of every kind of interlocking concrete pavement application. Besides publishing dozens of articles, peer-reviewed technical papers, guide specifications and many ICPI Tech Spec technical bulletins on interlocking concrete, permeable, slab and grid pavements, Mr. Smith has written three ICPI student and instructor manuals for contractors and taught many classes. He has also authored three design idea books for residential, commercial and municipal applications.

Among his publications, Mr. Smith co-authored the second edition of ICPI’s Port and Industrial Pavement Design with Concrete Pavers which follows the British Ports Association design method for heavy-duty industrial and port pavements. Pioneered by Dr. John Knapton in the 1980s and updated since, this design method has been applied to many port pavement designs internationally. Mr. Smith has advised port consulting engineers and contractors on design, construction and maintenance including the Port of New Orleans, the Port of Oakland and the Port of Baltimore, as well as engineers involved with private industrial projects. He also co-authored ICPI’s Airfield Pavement Design with Concrete Pavers and has worked with engineers and contractors on general aviation and commercial airports with interlocking concrete pavements. Besides writing ICPI’s 100-page manual in 2011, Permeable Interlocking Concrete Pavements, he is co-editor of a 250-page ASCE report on permeable pavement to be released in October 2014. He is also a member of an ASCE standards committee developing a national design standard for permeable interlocking concrete pavements for 2015 release. He is editor of the quarterly Interlock Design magazine (circ. 28,000) since 1994 which features interlocking and permeable interlocking concrete pavement projects.

Prior to 1987, Mr. Smith did stormwater modeling and was a senior planner with the City of Dayton, Ohio. In that position he developed neighborhood design guidelines, designed and managed public works projects, and consulted overseas on urban climatology. In 1985, he oversaw design and construction of the first mechanically installed, interlocking concrete municipal street in the U.S. In recent years, Mr. Smith manages a range of industry research projects including studies on pavement smoothness, full-scale structural testing and performance of permeable pavements.
